Faulty Asphalt

Everywhere we go in Milan there are divets in the sidewalks.  Upon examination, we realized that the pavement softens each day from the heat, and when people park their mopeds on the sidewalks, they leave kick-stand imprints:

In the last photo, the pavement was soft enough that Todd could actually push his finger into it.

We can't figure out if better/harder asphalt is too expensive to use for sidewalks or what the excuse is, but it seems pretty ridiculous!
